LIBYAPROSPECT – Tunis
The United Nations Support Mission in Libya (UNSMIL) is preparing for the first meeting in Tunis, on Monday, between the two committees of the House of Representatives (HoR) and the State Council according to the action plan of the UN envoy to Libya, Ghassan Salame, who proposed to amend the Political Agreement.
Salame’s plan was announced by him on the sidelines of the meeting General Assembly in New York, days ago. The plan proposed amending the Political Agreement and holding a meeting for the different factions in Libya to come to a general presidential and parliamentary elections.
The UNSMIL would set out the terms that the HoR and the State Council agreed to amend, such as the term “8” that put the authorities of the supreme leadership of the army in the hands of the Presidential Council (PC) that is refused by the HoR.
The two committees would discuss reducing the number of the PC to become three instead of nine. They would talk about allowing 90 members of the General National Congress (GNC) to join the State Council. They also would speak of separating the government from the PC and determine the role of each party.
Members from the HoR and other observers expressed that they are not clearly supporting Salame’s plan, especially regarding the point of selecting the members of the executive institutions, which were reformed by the consensus.
