Kobler: Libya has the right to regulate crossing its borders

The United Nations Envoy to Libya, Martin Kobler, clarified, on Wednesday, his statement, on Tuesday, to the 33rd session of the Human Rights Council, when he said that Libya “should de-criminalize irregular migration and establish an asylum system as soon as feasible.”

In his clarification, Kobler said that “regrettably, my statements have been misinterpreted. Libya, as any sovereign country, of course, has the full right to regulate entry across its borders. The irregular crossing of the borders can constitute an administrative offense, and must be dealt with, respecting the international standards that ensure the protection needs of migrants.”

He added that “Libya maintains the right to deport irregular migrants under conditions that respect the human rights principles. The UN remains ready and committed to helping the Libyan authorities in its efforts to improve the situation of migrants.”
