HoR members refuse the result of Monday meeting

The head of the House of Representatives (HoR), Ageela Saleh, announced at the end of the meeting of Monday that the HoR refused the Government of National Accord (GNA). He said that the HoR wants the Presidential Council (PC) to form another smaller government consists of only 8 to 10 ministers.

Reacting to that, the member of the HoR, Jalal Al-Shwehdi, accused Saleh, of cheating the members who support the Political Agreement (PA).

Al-Shwehdi told Al-Wasat website that “what happened in the meeting of the HoR was a game played by the head of the HoR as he cheated the members who support the Political Agreement who asked for negotiation on how to prepare the agenda of the meeting.”

He added that Saleh put an agenda contrary to the HoR regulations, while the rules say that the schedule must be prepared by the presidency of the HoR and not by the head alone.

Al-Shwehdi said that “some members, who support the PA, attended the HoR meeting because the agenda of Saleh doesn’t say anything about voting for the Government of National Accord (GNA), it only contained two points, modifying the internal regulations and discussing the constitutional draft.”

Al-Shwehdi confirmed that the members who support the PA were surprised by the announcement of Saleh to vote on the GNA, which made supporting members leave the meeting refusing the voting.

From his side, the member of the State Council, Mohamed Emazeb, denounced the way that HoR members, who are against the PA, voted to topple the GNA in the HoR meeting on Monday.

Emazeb stated, in a press release, that “the Presidential Council (PC) of the GNA provided his government to the HoR on 25th January. But it hadn’t voted to accept or refuse the GNA until now, which means that the GNA is valid, and the HoR is not entitled to convene for voting.”

He expressed that “in this case, the PC has the right to refuse the result of the HoR voting, and has the right to ask the dialogue committee to negotiate the issue to find an alternative solution.”

Emazeb said that there is an invitation from the United Nations Support Mission in Libya (UNSMIL) for the dialogue committee to convene on 5th September in Tunisia, to talk about the obstacles in front of the PA.

Also, the second deputy head of the HoR, Ehmead Huma, said that the agenda of the HoR meeting was changed suddenly, and the voting is illegal.

Huma added that the invitation to convene was depended on an agreement between the head of the HoR and his two deputies to find a solution for the current HoR crisis to bring back the confidence between the HoR members.

Huma clarified that the agenda was only to talk about constitution draft and the internal regulations of the HoR. He added that “we were surprised that the schedule became different from what we agreed on.”

In the same context, the HoR member, Abdul-Qader Hasan Suliman, said that the meeting was for the convergence of the views of the two factions of the HoR.

He added that “we were surprised by the announcement to vote on the GNA, which is unaccepted at all because voting on the GNA wasn’t on the list of the agenda.”
