The House of Representatives (HoR) jeopardized the whole political process by eradicating article 8 from the political accord signed in Skhirat on 17 December.

The HoR accepted all articles of the agreement except article 8 from additional provisions concerning security and military posts, especially that Presidency Council (PC) of the Government of National Accord (GNA) hadn’t agreed on any characters yet, according to a report by Arab21 website (translated by LIBYAPROSPECT).

According to the report, observants said article 8 stripped the Libyan army commander of any military authorities or political future, Haftar is considered the most controversial characters in Libya now.

And according to them, Haftar is not only publicly rejected across most cities of western Libya, politicians or military officers, but his popularity cracked even among his supporters in eastern Libya, after accused by spokesman of Dignity Operation, Mohamed Al-Hejazi of stealing, killing and outlawed torture, in a speech Al-Hejazi made on 21 January.

Derna is not under the control of Haftar. There is a division among Easter tribes about Dignity Operation and its usefulness in cities previously affiliated to Haftar like Al-Baida and Tobruk, beside the biggest military force in Ajdabiya ,the Petroleum Installations Guards led by Ibrahim Jadhran, who described Haftar and the Islamic State (IS) as two faces of the same coin, and the announcement about assigning battalion 204 commander, Al-Mahdy Al-Barghathy, as the Defense Minister in the Government of National Accord (GNA), all of that increased the gab between Haftar’s supports and divided tribes between supporters and opponents for him, the report said.

The report said it is not easy for the HoR to simply sign an agreement that strip Haftar of any military authorities, the HoR legitimized Dignity Operation and assigned Haftar supreme commander of the army.

The report added that the head of General National Congress (GNC) delegate, who signed Shkirat accord, Saleh Al-Makhzoum called the delegate and the head of the United Nations Mission for urgent meeting to discuss procedures to prevent any breach for accord articles by the HoR, and discuss reactions concerning Fayez Al-Sarraj visit to Haftar in Al-Marj city east Libya, such Mohamed Amari’s decision to suspend membership at the Presidency Council (PC).

Al-Makhzoum pointed that such actions, either from the HoR or the head of the PC, is a breach for consensus and accord articles, and jeopardize the whole process to collapse.

In the same context, ten members to the political dialogue signed statement and said that the HoR will bear whole responsible for the collapse of the accord if it modified article 8.

Those who signed went far more, confirming that the HoR role is limited to blocking confidence incoordination with State Council not accepting or refusing the cabinet reshuffle.

The report added, from one side, the HoR tries to stay within the Libyan political equation, as the political accord is the only proof for its legitimacy and existence, and from the other side it tries to keep Haftar, and the only way for that is to delete or modify article 8.

The HoR is under pressure from the international community, which doesn’t care about Haftar stay or leave, the same as it cares about finishing the agreement and the government to get political cover on dangers it faces in Libya, after Syria and Iraq, the first terrorism represented in groups like the Islamic State (IS) and Al-Qaeda, the second is illegal migration, which turned Libya into essential stop to reach Europe, according to the report.

Members of the HoR say that the assigning of Al-Barghathy as Defense Minister contributed to the rejection of the government. They added that “the member of the Presidential Council, Ali Qatrany, failed to assign defense minister affiliated to Haftar, while the PC member, Fathy Majbary succeeded to assign Al-Barghathy, as Majbary has alliances across eastern Libya with opponents to Haftar, especially in white Barqa area extending from Ajdabiya to Sirte”.

Close sources from the Presidential Council said to, Araby21, that it is likely that sovereign ministries won’t change (Defense, Foreign, Interior, Justice, and Finance) as they are based on political understanding between supporters of Dignity Operation and supporters of Libya Dawn Operation, beside those five ministerial portfolios are distributed among the three regions Eastern, Western and Southern Libya.

So many cracks face the government not yet formed, divisions face the political accord, in the middle there are interests of some parties who try to spearhead situation in Libya.
