French sources said that that security arrangements are carried out between the military attaché for the United Nations mission in Libya, Paolo Serra, and the chief of the security committee formed by the Government of National Accord (GNA), Abdul-Rahman Al-Taweel, to help moving the GNA to Tripoli.

The Political Agreement, signed in Skhirat on 17th December, stipulates that the headquarters of the GNA is Tripoli.

Reports add that the success to move the GNA to Tripoli depends on reaching an agreement with the armed groups in Tripoli.

Serra and Al-Taweel are cooperating with 15 high-ranked officers around Libya to reach a security agreement between armed factions.
