Libya is going through a tough stage of its national history. Forming the Government of National Accord (GNA) is a big step in
the journey of the peaceful battle. It is a true opportunity to build a democratic system that accepts everyone and puts Libya on a safe stability mode, so that the state can come back as an important effective player who can increase the stability of the Mediterranean region and the African ring, and contribute to the international community to help in the urgent regional issues.
What we want today is rephrasing the concept of stability, and going for a road map that guarantees a safe stability on different levels in Libya after the crisis.
Through consensus, we should all go after producing an effective state on the international level that can participate effectively in solving its inner crisis, participate in facing extremism and crime, build new environment based on intellectual pluralism and acceptance of others without exclusion or discrimination on basis of religion, race, and ideology.
To help Libya in moving to stability, international powers should be positively involved, Libya can’t be imagined away from the international and regional sphere. This needs a strong will from local and international parties that is interested in Libya’s stability.
So, progress shall be made in the United Nations supported roadmap, and a practical plan should be put for the Government of National Accord. Such arrangements will have positive reflections on the internal Libyan affairs and regional sphere, dual partnerships can be made then while minimizing threats stemming from mismanagement or misdiagnose of the Libyan case.
Stability can be built on five levels:
-the political level
-the social level
-the economical level
-the military level
-the environmental level
Stability on the political level can be attained through the agreement on the roadmap project submitted to the Libyan parties. The roadmap achieves one government for one nation, in such scenario; everybody will be qualified for balanced political activity that offers opportunity for maturity of political action in Libya after the clash and builds the foundations and rules of pluralism. It is very important for the future that the confidence of citizens in the political process is regained and in parallel, there should be real work and determination of the beginning and end of the political project.
On the social level, there must be real processing of the effects of the revolution and all following battles on the national base. Wide discussions shall be opened about the collective Libyan identity, putting a realistic vision of the Libyan nation with all its race and doctrine components, and creating a general social awareness of the modern Libya.
For that, a pro-government social council must be formed to create more horizontal and tribal reconciliations to support the political project and accelerate the civil peace. The need has become urgent to found a center for the Libyan culture to embrace the components of the Libyan culture and its different languages and holding conventions to introduce the touristic and historic heritage and enhance the identity. It mustn’t have a political role and its studies and researches must be published.
Economically, Libya must shift from profit-based economy to open economy, with taking into account the neighboring high population countries and its effective role in development and modern state.
There must be investment projects rather than projects related to the state development plans. Of the most important priorities is preserving the Libyan currency and the frozen funds as strategic choice and putting plan to fight corruption. One of the most important paths is human development and supporting youth abilities.
On the military level, the efficient solution is seizing the unlicensed weapons and building defensive military capabilities for Libya as it a nation that doesn’t think about attack. Preventing the proliferation of arms outside the framework of the state and law enhances the civil peace building.
Also elite forces to protect constitution can be formed; it is a rebel force before 20th of August, it will be a military force under military law and the same approved standards which deal with the protection of constitutional power to contribute to the project of building the state and dispel fears of rebels’ fears of exclusion.
For environmental level, it is Libya’s fulcrum to build the modern state and protect local communities from the reflections of profit-based economy. Libya has been extracting oil for more than 60 years without protection from potential risks.
Such activity has turned wide areas to wasteland filled with poisoning and diseases. Modern states maintain a clean environment, perhaps we need bold decisions and plans for this file, but it must be the basis for state-building.
Creating complete balanced stability is the start of building the modern Libya; it will ease crisis Libya face and its future and effects on the region.
