After the issuance of Libyan political talk’s last document, the Libyan House of Representatives HoR expressed, in a statement, its astonishment of the persistence of General National Congress GNC to take the talks back to square one and reopening the door for more modifications.
Comments from several politicians and activists, monitored by LIBYAPROSPECT showed apparent fears of relapsing to square one, despite voices showing hope in talks’ success and ability to save Libya.
Suliman Albayoudi, a participant in Libyan talks, told LIBYAPROSPECT through a phone call, that the last version of the agreement didn’t bring anything new to the table, but rather accelerated breaking the hard block in Western Libya by joining one of GNC’s symbols in the talks, which will result in declining the number of dissidents to the resolution and political agreement draft.
“I believe that the draft will be edited back to what was signed by initial letters, but in a new way that increases the number of High State Council members”, Albayoudi said. He also added that “it is never free of last minute Maneuvers from both sides, which proves theirs stances’ fragility in the street. But the fears of both sides is much bigger; as one side knows that the end of General Khalifa Haftar is their Guillotine in after-fight stage results, while the other side doesn’t believe in statehood and is intimidated by the draft, which paves the way for security authorities that contradicts their methodology”.
Albayoudi believes that all other sides such as, the boycotting members of the HoR and independents are all placed according to a Mosaic pattern, Leon was able to build in a full year of tugging, these sides will also form a lead player in the scene in the right time. He also explained that the controlling strings are out of Libyans’ hands in the scene and are placed behind closed doors. “We as Libyans couldn’t present a patriotic model and state men who can lead their country with skill, but results pushed Libyans out of the scene of managing their country, and I hope it just pessimism not reality” he elaborated.
Essa Abdalkauom, a journalist, said on his Facebook page that the HoR’s stance is a balanced one, and asked the members in the House to consider expanding the dialogue committee. He added that he already noted that negotiations about annexes will include technical details which requires bigger number and specialized members.
Also, the media man, Mahmud Shammam noted in his Facebook page that “we should rethink ourselves harshly to put things in its political path and in a cold language.”
Shammam described Leon by saying that he is a “good executor of west’s policy in the frame of international community, he may be more intelligent and experienced that his predecessor Metri, but he implements the same policy. The West respects the powerful, he thinks that statesmen are existent inside GNC not the HoR, and the capable cadres to manage the state are in the capital Tripoli (the center) not the edges”.
“The west sees the parliament as a forum for political adolescents and reads every word, every statement, and every angry word it says through screens”.
“To support legitimacy we must respect its institutions, and some representatives must stop brokering, and other some must learn how to be representatives of the nation not of their villages and provinces. You are a supervision and legislation council not a quote and executive government or labor bureau in Services Ministry”, he added.
About the GNC, Shammam saw that it is winning internationally while it is illegitimate, on the other hand, the HoR is losing on the international scale while having legitimacy. Shammam advised the HoR to use experts and not to put road plan as a reaction to the failure, but a road map to save Libya from failure.
Ibrahim Dabbashi, Libya’s envoy to the UN said in a statement on Tuesday, that Libyan talks started to drift away from its goal, and warned of returning to square one without forming effective government, army and police.
He also warned from consequences of quota path that participants in the talks consider, explaining that those participants could win while the Libyan lose because of this path. Submission of candidates for the national accord government is based on Quotas.
Media man, Bashir Zabia, wrote on Facebook “Leon moved from doses method to shock method, the first hit HoR delegation by putting the initial signed Skhirat agreement to discussion and adjustment”.
Zabia added: “The GNC is in the way to approve the modified text while the parliament refuses the change. The last Kilometer of the talks is tough, I think a lot of pressures will be on rivals and the resolution, may be going back to annexes and including it into the suggested adjustment”.
