Bernardino Leon, the UN Envoy to Libya, is set to meet up with delegates of the General National Congress (GNC) in Algiers, who have previously boycotted the dialogue in Skhirat. The United Nations Support Mission in Libya (UNSMIL) have stated that Leon will host “consultations” with the GNC representatives, including Nouri Abusahmain, the Head of the GNC, in Algiers on Thursday night and Friday. They will “discuss ways to reinforce and move forward the dialogue process”. It is believed that a number of decisions and amendments put forward by the HoR will be discarded, such as the appointment of Khalifa Haftar as the Commander-General of the National Libyan army.
The announcements came in light of, the four Indian internationals who were kidnapped by Islamic State affiliate near Sirte, of the four 2 have been released, and the other two are expected to be released within the next 48 hours. As well as, the attack on Benghazi by Islamic State in which five soldiers from the Libyan army under the House of Representatives have been killed, and another 18 have been declared MIA (Missing In Action).
The growing threat of IS has led to the GNC allowing time to sit with Leon in order to discuss a better future for Libya, and find a way to thwart the threat of IS in Libya. Previously, the HoR, members of political parties, civil society and local officials have initialled the draft proposed by Leon on 11th July, however the GNC refused to approve on the UN deal, saying that it needed “Modifications” and is “Unsatisfactory” Will both sides finally come to an agreement?
